This super drapey floral fabric is a nice quality brushed knit that has a little more body than a lightweight knit, it's barely a medium IMO.  You could make this swishy top using Staycation Tiered Peplum and Dress Pattern by Ellie & Mac Patterns. I've made this pattern before and it is super easy to sew and comfortable to wear. It would make a beautiful spring dress!
