This animal print fabric is made of tiny sequins backed by a stretch fabric.  Because of the sequins the stretch is minimal (<10%), so it should be treated as a woven when sewing.

Measures 28 x 64 plus a long thin bit that I didn't measure, but equals about 10 x 24.  It would make a lovely blouse.
